New Council Centre PFI

The Challenge

Copeland Borough Council was previously located in a number of sub-standard office buildings in and around Whitehaven town centre. Cushman & Wakefield were commissioned to advise initially on a review of the Council’s office portfolio and whether, through PFI, it would be possible to co-locate staff and services in a new building.

Cushman & Wakefield advised from feasibility through delivery on the successful implementation of a new office solution. Recent developments now warrant a review of the PFI contract and Cushman & Wakefield is engaged advising on how best to meet future needs.

The Solution

Initially a Feasibility Study was undertaken, which included working with the Authority to determine an overall administrative office accommodation strategy, identify options for satisfying future accommodation need and producing fully costed appraisals. This identified that there would be significant benefits to the Authority from pursuing a new office accommodation through PFI.

We were then appointed to prepare an Outline Business Case submission to DETR and Treasury for PFI Credits. After being successfully received we were appointed to advise the Authority on the PFI procurement of new accommodation through OJEU. Cushman & Wakefield acted as both lead and technical adviser. Our role also involved the preparation of full contract documentation including technical specifications.

A preferred bidder was selected following the public procurement competition and the building was officially opened in early 2005.

Cushman & Wakefield is presently reviewing best options for meeting the future requirements of the Council. Including possible restructure or termination of the PFI contract and exploration of full range of alternative solutions to deliver best value for money.

The Results

  • Successfully delivered new accommodation on schedule.
  • Significant improvement in the standard of Council office accommodation.
  • Helped to regenerate this part of Whitehaven Town Centre.
  • Released legacy sites for redevelopment.
  • Ongoing involvement in responding to changing needs and addressing alternatives to provide best value for money going forward.
